It will happen very often and it's naive for a girl to not expect this to happen sometimes. It will of course happen more often if they are wearing certain clothes. It's an unfortunate fact of life.

Woman should dress how they want. Yes women should be able to dress how they want. They should still be held to a basic dress code in society but as long as they are meeting that dress code they should be free to dress any way they want. Outfits are a way of people expressing themselves.
