Whats the cost for each of those programs? I'm thinking about buying myself a brand new laptop, and some art programs along with it Also I'm gonna invest money for a art tablet, so what kind of tablet can you recommend me? I'm willing to spend up to $500 for the drawing tablet, and I'm not sure how much for the programs can anyone help me?

PaintTool Sai is a lot cheaper than Photoshop, but if you want to work with digital painting, Photoshop is better. But I know a lot of people who mostly use Sai, because it's still just as good when it comes to basic drawing/lining. I have a tablet laptop, but even I don't like it, so you might have to ask someone else who's better with tablets.

Everything i use is free ( well other then 500$ tablet ) gimp2 in my opinion is the same thing has Photoshop its just harder to use its not backed up by a team oh and i forgot i use flash for lining

@Mumble I am currently using Photoshop and Intuos 5 tablet. I am pretty new at it. This is actually my first painting/drawing in digital. @Hyein I will try to finish this so I can start a new piece on our next hangout ^~^
