I would Have to Say Goku or any one of the saiyans at the level of Super Saiyan 4 if you think about it these guys have to hold back so much not to destroy planets and then you got Super Saiyan 2 that can Blow Away a galaxy so 4 is got to blow away a lot more and although we never see the saiyans shatter dimensions it because we never see them fully cut loose in fear of destroying what they want to protect and gokus spirit bomb can grow big enough to blow away Gurren Lagann if he not only takes power from people but add power from planets and the starts plus the power from the robot itself then ur gonna have urself one hell of a spirit bomb

Ah, Goku is strong and all, but SSJ4 was weak next to 3. And Gohan was stronger than Goku by the end of Z. Akira Toriyama said so himself. But DragonBall Z is no where near the strongest anime.
