I think it can. I'm the twitter queen when it comes to comebacks and words. I know how to piss you off or make you cry with less than 140 characters And I've done it before. Just reading something can tear someone down and one of the worst kinds of pains is emotional Wow I sound like a grade A asshole (ooppps?) But yes, a tweet can be a weapon.

I really don't think a tweet itself should count as an assault with a deadly weapon... that's just ridiculous. Threats however should be taken seriously and can certainly lead to some charges.

It wasn't a threat. He sent a gif with a flashing light to a guy with epilepsy, and because he's an idiot he doesn't have auto played disabled, so he "had" a seizure.
