I think that the dominion want to control all of tamriel and have everyone under their control so they can go to other countries like how the akiviri (the ones who had the samurai weapons originally before the blades it was mentioned in oblivion you also had to do a quest for a noble woman) once invaded tamriel to do this they need all of tamriel and i believe that if they do invade outer countries they could be planning some type of large scale elven rule over everywhere so they want to crush mans dominance and any who don't bend to their will like tried in what is the elder scrolls online

Yeah thats true if hammerfell and the empire partner they could rival the dominion however i believe that if jarl ulfric and the empire could be put on a temporary truce having skyrim with it could be a deciding factor in a war against the dominion and if the dominion invade skyrim the nords would probably keep them at bay like the celts did to the romans something similar could happen
