There's no real magic to it. Just start a conversation, take a genuine interest in them, and try to minimize the few word replies. Ask them some basic questions about their lives, what they're doing for a living or going to school for, etc. The convo also doesn't have to center around anime all the time too. Don't panic if they don't reply right away and keep the sexual talk to a minimum unless they bring it up first. If they dig you and want to talk to you, they'll make the effort to reply.
