The Federal reserve does not control the velocity of money. In order to control inflation. You'll need to control both the monetary supply and the velocity of money. Kinda hard to explain what exactly inflation is. The Federal Reserve is not part of the government. Federal Reserve Banks are like private corporations. I have no strong opinion on the minimum wage.
