It is a reaction of the mind starting to interact with sexual thought, as there are typically three parts of the woman body that are often related to sex in society, which I am sure that I don't have to name. I also get the question of whether or not men would still be sexually attracted to parts of a woman or women in general if clothing never existed, and the logical answer is no, as it is the idea that it is taboo that arouses men, so the only way men would be interested in that hypothetical situation is if something implicitly sexual was happening in the moment.
