explain to me more about that

You really don't need a university diploma for an artistic career. In art all you need is a good portfolio and skill.

Well, you can get experience in college, such as classroom projects, internships, and a wider variety of skill sets that can be gained from classes. However, with work you get paid with something you're already doing. Potentially you could just do half time school and work, they could go well hand in hand. Personally, I'd just work for money. Majority of my knowledge was obtained outside school, you can buy books, join local art groups, and be responsible for your own education. Either way, there's really no wrong choice. Go with your true feelings, if things don't work out, just re-roll.

why not both? :3 you could get into college and if you are very talented a really good one a really good one. you can keep working one the say, well in the end is whatever you choose

On certification, it depends on your industry. Some places/jobs look highly on certificates but at the same time, being certified doesn't exactly beat out experience. So the difference is, I'd say, a potential advantage in getting hired and a potential standing point to ask for a higher pay. But none of that means anything if you can't deliever.
